The system allows entry at the time, but I think when it is known a player is considerably over-rated they should withdraw.

I don't think so Zak. This player has steadily improved since joining in October '05 and the tournament started in December '05.

So I wouldn't rate him a sandbagger because there hasn't been any dramatic drop in his rating.

Yes, caissad4's suggestion of a rating floor sounds a feasible solution (this in effect has just been implemented at another site, where after 5 successive timeouts a players rating does not drop further) also DawgHaus suggestion a player who rises 150pts above the upper band of the tournament rating entry (I think maybe 200pts) would not move onto the next round also sounds a feasible option.
