What's the criteria for starting a tournament?

For example, a tourney open for 64 but stuck in 29 for several days now... is it starting until the 64 get in?

They prefer it too be like that. But if that will not be, they just start it when they have grown fed of it.

I've found those kind of tournaments often start as soon as you forget about them thereby inundating you with games.
