Hanging pawns are two adjacent pawns on the same rank (typically the c- and d-files on the fourth rank) that are not supported by other pawns on adjacent files. They are both a strength (they control central squares and can advance dynamically) and a weakness (they can become targets if they are blockaded and attacked).
