Club changes

The minimum number of members for a club rating is now 10. (This results in more clubs having rated games, but smaller clubs will have slightly erratic rating profiles for players until the number of members grow.)

A forum can be added once there is more than 1 member.

Concurrent club tournament raised from 3 to 5.

Minimum members for a tournament dropped from 12 to 8.

Club open invites are now only enabled when 10 members have joined.

This is to prevent the confusion that existed previously where club open invites game would not result in a game assigned to the club if there was not the required number of members.
