Club admins have this feature available, but they can now make it available to club members too.
It is off by default though, so as a club admin, you must enable this feature from "Club Settings".
Once enabled, all club members will have a new option on the club home page to send a direct message to all or a selection of other club members in one action.
Each message will be have a header noting that the club was the source of the message.

EDIT: My bad, I did not see this was for Clubs.
If I got it correctly I believe all members can send a mass message to all other Clan or Club members or a portion of them by just unchecking the boxes you don't want to send the message to. For Example: You wouldn't want to send the message to someone not in the Clan who is leaving!
In Clubs The Club Admin would need to make it so all members could do it. So it is really left up to the Club Admin in the Clubs.

Would be nice if you could make it so indivduals can disable the option if they so choose. Love to see it on the main site too.
