Mandatory alert comments

All forum alerts must now be accompanied by a comment. If a post is hidden, and the comments do not justify the alerts, then it could result in a post being accepted and returned to the forum.

What is the attitude towards OFF TOPIC posts? For instance, if somebody posts something totally irrelevant in the ONLY CHESS, TOURNAMENTS or CLAN forums, would it be correct for this to be alerted with the comment "Totally off topic, please move to GENERAL or perhaps DEBATES (if the content is incendiary)"?
