What you say is true, but in today's world politicians say billion when they mean 10^9
If they mean 10^12 they say trillion.

I fear that in this instance the grownups are going to have to accept the kiddies' version of the numbers. Media LOVES billions and trillions, that thousand million just hasn't got the punch in headlines. Politicians are always going to use the easy word because it sounds bigger (if it's yours) and more catastrophic (if it's the other side's). When it really matters we get disguised real figures, like those columns with '000 or even 'm. at the head of them.
