He did not take off "fast", and the way you worded your post is misleading; you're phrasing it as if the kid immediately sped off across lanes, which prompted cops to follow.
The kid took off at a normal speed for such a vehicle and the cops started following *immediately* after, almost as if they were waiting for the boy.

And why refer to a 13 yr old kid as an "idiot"?
Anyway, the answer is that the delinquent was an idiot. The reference was correct. If I say Bernie is a socialist, which he is, would you say 'why refer to Bernie as a Socialist?"

So let's review:

2. Who told you the city has a no chase policy?
3. Even if the did, the cop wasn't chasing him. He followed the kid as he tore out of the gas station, then the kid did a quick u-turn and went in the opposite direction. The kid ran a red light, and that's when the cop put on his lights and siren and gave chase. By then the kid had already racked himself up.
