No, a 13 year old cannot get a license to do so, gotta be at least 16, same as driving a car.

The police claim they followed him for "driving recklessly", but they started following him as soon as he left the gas station. That's one inconsistency.
Also, the article says he crashed 3 blocks later. How "reckless" can you drive in the span of only 3 blocks?
Your article says that protestors are asking for "transparency", possibly indicating they believe there's more to this story than what was revealed.

If they want to blame someone besides the kid, blame the father for buying the bike for him and letting him drive it in city traffic.

Bottom line is he ran from the police and killed himself.
Here's a video of him leaving the parking lot, looks pretty reckless to me, plus the video continues and shows him blasting through a 4-way intersection against a red light, that's when the cop puts his lights and siren on. By the time the cop waited for cars to pass and turned the corner the kid was already dead.
