Groups of people at all levels of society everywhere pool resources to benefit the group. That includes churches, insurance and countries via taxes. It is not realistic for businesses and individuals to independently develop roads, dams, airports, etc.

In the case of vaccines, there is not a lot of money to be made because many people must be vaccinated for the disease to be stopped. For example polio and smallpox. In today's anti vaccine climate, both of these diseases would still be with us including people in iron lungs due to many refusing to be vaccinated. There are many examples where the country benefits by pooling money to pay for services and support economic growth. Yes, there are abuses. There is no perfect system.
