We now live in an age of tremendous struggle, a time in history where we lie uncertain about weither or not we as the human race can sustain life and suport ourselves. I know that this is not as much of a problem to say rich countries like the United states, Britain, Saudia Arabia; But it has become a large part of the problem for countries like china who is now facing a severe drought that it will not soon recover due to deminishing crops which will no doubt take the lives of many people.
Or in Africa where numerous power struggles and quo's have squandered what little food the area has. And to add to its problems the plauge of aids wipping out entire villages and towns. Tehy now live in an areas where as CNN states from a summary by the U.N.-

"The U.N. World Food Program (WFP) said in December that more than 38 million people across Africa are at risk of starvation"

It has become clear that somthing needs to be done about the problem to unsure africa and africans, are able to live and prosper.
As out side sources we need to step up and help our brothers at hand, and I feel I have a proposal to meet some of the requirments that need to be filled.

We can all agree tat one of the largest problems and causes of starvation in Africa is the growing number of infantes makes it harder and harder to have adiquate food suppy. And from this many perish as a result. Now many would view this a necesity but perhaps they could instead use it as a resource. Could that not be a solution to the problem?
Perhaps at first we could only harvest the weak ones, and prepare them for sustinence for the stronger babies who have a better chance at survival. An Addition is that a ban on adults drinking milk can ensure that the little milk avalible could and would be going to the weak or harvested children who would grow stronger provideing a more nutritional diet for the the strong.
Now eventually through Genetics the children would naturally get stronger and stronger increasing their survival rate. To this problem I would suggest a lottery system. To which one in ten would not be harvested from among the strong. This would help pave the way for alviating the hunger of the adults in africa who would now have a new resource of food.
I estimate that the best period to harvest such a resource would be between the birth and five years of life, for one major reason that since they would not use there muscles as much they would be less tough and stringy. Also limiting their diet to milk would ensure that there bodies do not become impure tainting the meat. Now in some instances depending on the severity of starvation more efforts could be made to alliviate hunger rather than the preperation of the meat.
This proposal would make room for other vast improvements to the regine, such as it would provide much needed jobs for the able bodied men and women. There will be a need for surigates to give birth to the anual harvest, and like any live stock you will need farms and farmers, as well as vets to admiister proper vacinations to provide the best quality produce. Even as far as a new level of government to inspect the product to ensure it is of the highest quality, as are in most civilized societies.
And it is conclusion that I produce this modest proposale in efforts to lighten the necessities of food to the regines of African and other starving parts of the world and I'm not saying that this is our only solution but one of them and I urge you to consider it as an option.

According to Moeletsi Mbeki, deputy chairman of South Africa's Institue of Afiican Affairs, the core problem is the 'shocking lack of accountability and corruption of Africa's rulers'.

He maintained that until this problem was overcome no amount of Western aid would solve the problem of starvation in Africa.
