When you go to a sauna in the Netherlands (nude recreation) there are very few teenagers there.

Teenagers, are by far, body-shy (because of the changes happening during puberty) and tend not to want to be seen naked.

I noticed exactly the same demographic in Germany, Denmark, and Switzerland. Teenagers go to the disco, or a parking lot, not the sauna.
