Peacekeeper-run brothel. For someone who goes to college, you sure are foolish.
I'm sorry to break the news to you, but it's not especially common. Otherwise there would be no such thing as American poverty.

What I don't get is why Gore spends all his time telling us we are bad for using fossil fuels. Until he provides us with viable alternatives he might as well shut up. Don't tell me the way I live is bad unless you are prepared to show me a better way Al.

But there are instances in America and all over the world where it is possible not to get a leg up but that to me is more of the exception to the rule. Also I have had several experiences where some people just don't want a leg up and take what they can get free.
