it should help improve the situation, but definite problems would first need to be fixed. it wouldn't be easy........
i used to go to dod.mil and look around for the Iraq Reconstruction page every time someone posted this kind of question, it has a lot of monthly news there. but i just found this page on wikipedia; it has a lot of links at the bottom, too:
