No, the troops were withdrawn first. If the US troops were still there they would be actively driving back the Taliban.

The thing nobody realized and I mean ALL of the pundits in EUROPE as well as here, was how fast the Afghan government rolled over and played dead, where their soldiers literally ran away in fear of the Taliban.
