In order to reduce federal spending to the many states which receive more funds than they contribute to the federal government we should limit federal aid to the amount of which each individual state actually contributes. The Tea Baggers should heartily embrace this reduction. At least until they see that most of these "welfare states" are red states. 😛

People live in Kentucky and commute to Cincinnati while some elderly people live in New York and winter in Phoenix. Some live in Massachusetts and go to school at Duke while others live in St. Louis and work for a company based in LA. There is simply no way to determine exactly how much revenue is generated where.
