people should go through training. Extensive training. They should be forbidden from selling them to anyone but to buyback government programs. They should immediately report theft and suffer severe punishment if they lose the guns via negligence. People should be banned from owning guns if they have a history of mental illness or violent behavior.
It's incredible that there is more effort to become a licensed masseur in certain states than own a gun.
