That is of course an unhelpful generalistaion. There are lawyers working hard to ontain and maintain a clear set of rules by which the society can work.Defaming them won't help anyone.

I would limit lawyer's ability to file motions. I would give them three - if a motion is accepted, it is not used up. No 'omnibus' motions, either, each has to cover a single issue.

This rule could apply in difference phases: pre-trial, trial, sentencing, etc.

After three strikes (rejected motions) in a given phase, that would be evidence that side was being dilatory and frivolous and the trial would move forward without further delay.
