In New Zealand we cast one vote for who we want to respresent our our local constutency and one vote for which party we want to govern the country.
The Electorate MPs go to Parliament.
Then the parties have a number of list MPs added to parliament according to the proportion of the party vote.
When you add them together there is almost always be no clear party with more than 50% of MPS so parties enter into coalition agreements and form a minority government.
Note some electorate candidates are also list candidates...so may fail to win an electorate seat but because they are high enough on the list they get in anyway.
Before a small party can have seats in parliament they must win 5% of the total party votes
We have had a three party coalition lead by labour for the last two terms.
Through this system we do have more consultation and a greater sense of involvement in government.
Generally the strength is that we get a leader with strong democratic committee leadership rather than the old two party charismatic mouth piece.
