No, they didn't. You keep confusing the 1994 campaign with the 1998 one. IMO, neither was justified, but the second one - who's aim it was to detach Kosovo - was not backed by the UN. And the Hague did not "see it the same way" as your one sided view; it prosecuted individuals on both sides.
Well clearly my one sided view does refer to the 1994 event and given that 1998 intervention was carried out in opposition to UN wishes it’s a much murkier act by NATO but still I would argue it’s scope and motivation was in no way comparable to the actions of Putin’s regime in Ukraine and in no way makes NATO’s stance on the present invasion of Ukraine illegitimate. A mugger who tackles and stops a rapist is still a mugger but he did the right thing this time.

I suppose if some of our posters here had been around in September 1939 they'd be musing about Hitler's looming defeat in Poland; after all, Warsaw held out for four weeks.
Well the Soviets did intervene on Hitler’s side on that one. There is no large power in a position to do that this time.
