What you do, you see, is once you're on a plane, you destroy your passport. That way if anyone sends you back to a country, the country won't accept you.
Would the UK accept a plane full of people just because they claim to be Manchester United supporters... with no passports? I think not.
However, according to international law, anyone can seek asylum. So, you ask for asylum and the country you ask it in has to give you a fair hearing. That country can't send you anywhere... because you don't have a passport; or won't by the time they send you back.
It's a presedent, if you will, which has been rumbling along since the 90's.
