SPECULATION ONLY:
The US is providing money to Chrysler to allow the company to cut costs, staff and close manufacturing plants so that its new Chinese owners won't have to spend their own money on the restructure. After Chrysler has been reorganized, it will be sold to a chinese company who will then move operations to China.
