Yes, you heard him correctly.
I think he was going for the "good ole boy let's talk shyt to each other" like in Clint Eastwood's Grand Torino, but it was so inappropriate and stupid I couldn't believe my ears.....the facial expressions of the people behind him says it all, it was an embarrassing cringe-worthy moment.
Can you imagine a president saying to a group of soldiers "CLAP YOU STUPID BASTARDS!"

In context, which the video omits:
