We found he was most likely referring to a proposal to build a rail line in Sub-Saharan Africa with the goal of reaching the Indian Ocean, which was referenced in an official White House transcript from May 2023.
So Biden was referring to building a railroad in Africa - which is across the Atlantic (not Pacific) Ocean from the USA - which would reach across the continent to the Indian Ocean. Yes Biden did communicate the idea poorly but the basic idea is solid.
