No I don't think anyone has been swearing that. Although many have posted statistics showing that illegal immigration got worse when trump took over from Obama.
Trump as president in 2017 made many changes to US immigration enforcement. The numbers show that these changes did not work.
Biden changed very little, and immigration continued to get worse. The debate is over why. Some like me have argued that the restrictions on LEGAL immigration while Trump was president created a strong incentive to try illegal methods of entry. Certainly the demand for workers was there.

Of course, you've offered no support for either number - the idea that somehow it costs $100,000 on average to governments for each undocumented immigrant is absurd and I know of no reputable estimate of undocumented that claims there are 20 million in the US.
