The appeal system is so hard to understand or worded in such a way thay it does not take in 'other ' factors that may have lead to a motorist driving in to the bus lane, stop on yellow lines, jumping a red light or speeding.
Its just a 'cashcow' for the government has very little to do with the traffic flow nor does it make the roads any safer then they were 15-20 years ago.

But rush hour is the worst moment of the day for traffic because of the people going to their offices or coming back. So most of the problem comes from people not using public transport when they could, but chose not to. In my opinion, these are the people that congest the roads unnecessarily.
Think about it, if I want to commute to work, using a bus is the best way to not add to congestion... But if it gives me no advantage (no bus lanes), why should I choose not to take my own car to work? I'd be free of smells, pushes, waiting in the rain, etc... You need to make buses an attractive option or people won't use it, except those that cannot afford to take their car to work.
