When a train car derails, the momentum of all the cars behind it may cause those cars to be derailed in turn. That's when chemicals can spill or explode. So it all comes down to the brakes on each car. The more modern train brakes, like anti-lock brakes in automobiles, can kill more of that momentum faster to prevent or reduce derailments.
