Well strictly speaking a caste system is a hereditary class system codified into law. The original caste system was dismantled in India in 1948 but you can imagine it is very hard to erase its existence at street level and likely it is imported by the Hindu migrant communities.
I think it’s really discrimination based on the old caste system that they are trying to root out, certain castes were designated untouchables and restricted in terms of employment and who they could marry. This stratification was in effect right through Hindu society but as usual the lower castes / classes got the worst outcomes.
Obviously the law cannot force anyone to marry into a lower caste but caste discrimination in terms of employment and housing can be outlawed just as it is for race and religion.
