I've noticed a cat will communicate with via eye contact if it knows a person well. Otherwise, it won't look upwards at all.
She(the cat TC) looks at my leg until I make a move. Then she takes off in the indicated direction.
My dog and my daughters dog always just wag tail until they see in my eye if i am going to walk them.
