There's the Merk extreme skepticism again. Attack others' evidence backed claims but offer nothing of your own.
Civilian leadership of the military is there for a reason. To make sure the military serves the interests of the government (people) not the interests of the military itself. The separation from the military is desireable, not the other way around.
Now, SECDEF is another issue with regards to not serving.
