Simple. The US HAS FOR DECADES CONTRIBUTED WAY MORE POLLUTION THAN CHINA HAS.
In other words, it would take China, decades to catch up to the total amount of pollution the US (and other countries) have put into the atmosphere. To all of a sudden say to china now, "well you've reached the same output level of us this year so we're not going to stop until you stop" is a load of garbage.
Imagine a person starts filling up his pool with water at a rate of 1 gallon per day for a year. While the person is still filling his pool, about 10 months later his neighbour decides to buy a pool also. He begins to fill his pool at 1 gallon per day also. But on the 2nd day of his neighbour filling his pool, the Water Management Board comes to both houses and demands each reduce their water filling rate by an equal amount because the city is running out of water. Is this fair? The original dude used WAY more water than the neighbour but now they have to share the limited resource? BS. The first guy should reduce his water usage more. It's the only fair way since the original dude is the one that caused the water shortage in the first place!
