The only reason these rockets didn't kill more people was pure luck. If they each had taken out 2 people and killed 5 or 6 thousand Israelis, Hezbollah and the Palestinians would have danced in the streets. They did anyway. You don't see the Israeli's dancing in the streets celebrating death. BTW I saw that with my own two eyes, used to live in Jerusalem and palestinians literally danced in the streets when a particularly gruesome bomb attack succeeded in killing a lot of Israeli's. I suppose in your world thats ok. In my world its a disgusting show of childishness.
Are they ever justified?
Israel used 100,000 bomblets (Jan Egland UN) in the last three days of the recent conflict - when a resolution was already agreed.
They are not precision bombs they ofetn do not go off. They maim people for years after they are dropped.

Neither the aerial bombardment of the Israelis nor the rockets of Hizbollah were wanted but these actions in my opinion are more acceptable in conflict than the use of cluster bombs.
Cluster bombs, like land mines have future penalty rather than a current operational goal.
As for your Jeruselum comment - I have visited the city. The mistrust between Palestiniens and Israelis is very sad.

How is a weapon, specifically designed for creating maximum casualties, released over a civilian area, be considered self defense? You are forgetting the cardinal rules of being a "good guy". Good guys cannot retaliate. They cannot seek revenge. And they can never, ever, target civilians.
Originally posted by JokerFiveSurely it does not matter where it was dropped. Even it was on Hez strongholds.

90% of the 100,000 were dropped in the last 3 days of the conflict. It had already been agreed that UN forces would be going into this area.
Originally posted by sonhouseI don't understand arguments like this - "it's OK to kill civilians (drop cluster bombs into civilian areas) because they started it". I'd guess that you condemn the London Bombings? So do I. But what if the bombers justified their actions because 'they started it' by killing Iraqi civilians? I don't get how you can condemn one side and condone the other. Sure, the London Bombings were not in a warzone, but I find that irrelevent when both actions were taken in the full knowledge that many civilians will die.
