DC blames TX Governor for Migrant Emergency?

No DC is not a border state because it doesn’t share a border with another country, in the case of the US only the states in the extreme north or south of the country are border states to the best of my knowledge.
It would be a bit stupid to choose as your political capital a state that bordered another country.

No DC is not a border state because it doesn’t share a border with another country, in the case of the US only the states in the extreme north or south of the country are border states to the best of my knowledge.
