A rate is a way to compare samples of different sizes. So not two of the cities have the same number of residents. A way to compare is to take the number of murders and the number of residents and make a quotient. Now you have murders per 100'000 population. regardless of the size of the city.

Significantly, the countries with less than 1.0 per 100,000 constitute much of the EU (plus some closely allied countries such as Switzerland and Iceland, not officially members but broadly conforming to EU regulations and values), plus three of the Asian Tigers (S. Korea, Singapore, Hong Kong). So what are they doing right that big American cities and banana republics aren't?
