Why has Texas executed 5x as many prisoners than any other State in the US?

In July 2016, there were 2,095 inmates on death row in the US
California has the most prisoners on death row, 741, but has carried out only 13 executions since 1976
Is there a correlation between masturbating over hand weapons and killing inmates?
Is there a connection between listening to both kinds of music: country and western (old Blues bros. reference) and the need to murder criminals?

The statistics aren't good for the pale skin criminals though. Since 2010 there's been a significant drop in black executions (well, they just get shot on the street by the police; saves prison costs) and a steep increase in white executions.
