That is 2 million this year next year next year and next year means that we don’t let any more in until we have met that quota, which would be about five years out. So close the border for five years until we catch up.

The answer to that question is REALLY BAD CONDITIONS in the home country, like young girls forced into prostitution or young boys forced into gangs.
But you would NEVER allow THAT as a reason to enter the US legally.
