Bill Clinton, George W Bush and Barack Obama all admitted to smoking dope, though President Clinton couldn't figure out how to inhale (unlike his intern). Thoughts?

The quality of US policy would be elevated to a higher level of efficiency and innovation if only the occupant of the White House smoked more dope, and of course did know how to enhale properly.
