Drugs more expensive in the U.S.

In the 2007 report of the International Narcotics Control Board, it is affirmed that drugs become more expensive when Mexico succeeds in the war against the drug cartels.

Mexico succeeds in the war on drugs..... well thats news to most of us. Most the stories we hear are the Mexican officials, political, police and military being 'in bed' with the drug cartels

I don't hate Mexico. I hate the large numbers of criminals who come to my hometown from Mexico.

My drug is now legal in California, so I doubt it was being smuggled through Mexico much.

Specifically where in that report does it refer to "success in the war against drug cartels"?
