Incorrect. He quite clearly isn't going to come right out and "say he is". In fact his modus operandi is to spout homophobic and racist "theories" while insisting that he has 'nothing against gays' and he 'lives in a place where the blacks are in the majority'. And of course we can make judgements based on what people say in their posts. It's an integral part of what we call debating.

It *is* working. People who practice safe sex are much less likely to catch HIV. Unfortunately, those that don't are increasing the general prevalence of the virus in the population, which increases the risk for people who practice safe sex.
