This system has been massively abused, for example you can own a million acre ranch in Texas, call it a "farm" because a few chickens live there seasonally, and it'll dramatically decrease your tax payment. Even though you still need roads and schools, police and medical, you don't need to pay for it. Good deal.

Of course the Republicans object because they want all their goodies with no plans to pay for anything. And the article ALSO says that Republicans' proposal was to spend EVEN MORE MONEY on farmers but refused to accept the offsets.
In summary, both parties want to subsidize farmers. The GOP wants to give them more money and doesn't want the government to have to pay for the handouts until their grandkids are voting age.

It's welfare for businesses who can't turn a profit. Yes, you could argue that government practices are causing it, but government knew they were going to cause this and chose to make those decisions anyways.
