Your methodology is flawed. You didn't compare it to the unvaccinnated with previous infections and that is 19 out of 16,215. They used the same number of people in both groups, right?

The case count is 19,190 Per Million and the # 109 is not determined on a per capita basis. Cambodia is at #108 and they have 6,710 cases per Million. Australia is # 106 and they have 4,640 cases per Million and Uganda 2,611.
At 80% vaccination rate shouldn't Singapore have a lower per capita case rate than Australia? The USA has 134,707 cases per M and we have a lower vaccination rate. And why does Israel have 139,244 cases per M? They have a higher vaccination rate than the USA.
Also, notice China at 67 cases per M with a # 112 position despite their high population.

From your article, 24 divided by 2352 is .01.
So according to the numbers in the sources you used, a vaccinated person's chances of getting the Delta variant during the periods of the studies was approximately 1-1.5%.
