As far as I know, nobody has affirmatively threatened to shut down the government. The Democrats have tried to use it as a club to get the Republicans to stop negotiating, and just go along. As far as I can see, the Republicans have made several counter offers, and Reid and the President none. If anyone is to be blamed for the shutdown, it has to be the party that failed to negotiate.
