Trump is going after anyone who tells the truth about the Russian interference to aid his re-election or any other facts that he finds politically undesirable for him. IF he has to tear up the ability of the US to get adequate intelligence information to protect us from our adversaries to do so, he's fine with that.
Perhaps you should consider that what is really "sending shockwaves through the intelligence community" is Trump's gutting the agency's leadership of professionals and replacing them with novice political hacks willing to compromise the effectiveness of the intelligence community in order to help Trump's re-election chances.
