So I was reading some information online Sunday relating to Hurricane Gustav and a story about its approach toward Cuba really stood out: According to the Associated Press, over 50% of the housing in downtown Havana is sub-standard. What is "sub-standard?" Does that mean it won't survive a Cat 3 or higher hurricane? Or does it mean that there is no running water, indoor plumbing or air conditioning? Also, more importantly, why is over 50% of the housing in downtown Havana "sub-standard?"

Well who's fault is that? Castro's had over forty years to prepare for this hurricane. Also, is "substandard" housing in Cuba different than substandard housing in the United States?
