So I was reading some information online Sunday relating to Hurricane Gustav and a story about its approach toward Cuba really stood out: According to the Associated Press, over 50% of the housing in downtown Havana is sub-standard. What is "sub-standard?" Does that mean it won't survive a Cat 3 or higher hurricane? Or does it mean that there is no running water, indoor plumbing or air conditioning? Also, more importantly, why is over 50% of the housing in downtown Havana "sub-standard?"

Because it has not been provided proper maintenance since the 1960s.

Well who's fault is that? Castro's had over forty years to prepare for this hurricane. Also, is "substandard" housing in Cuba different than substandard housing in the United States?

Keep in mind Cuba is an Island with few natural resources and must rely on imports if it is to build a sustainable community.
