Personal responsibility, such as choosing where to go and personal hygiene? Perhaps eating a good diet with good nutrition?

Or is it by government mandate?

Personal responsibility is necessary, but some people need help.

@Eladar
"How is sickness managed?"

It depends who manages it. The official approved medical establishment will manage it in the most expensive, profitable way possible, because its primary goal, by corporate law, is maximum profit. Under this system the worst outcome would be zero sickness - which would mean zero profit.

Seems to me that today's population is helpless and needs the government to tell them what to do.

The world is always coming to an end.

Oh no, global warming global warming.

Now it is a virus that will destroy the world.

That certainly explains today's food supply.

Just take a peek at TV shows from around 1950. That's when an all-out effort to get all American children addicted to the most unhealthy processed foods began.

It’s personal responsibility, until your sickness can spread to others.
At a certain point the government has to step in.

As for personal responsibility, we all pay taxes. We vote for how the taxes are spent.
There is an international treaty on human rights that says we all have a right to healthcare.

So, it’s logical that taxes are spent on making sure that right is implemented.

A 'right' to healthcare says nothing of others being forced to pay for your own reckless careless decisions.

A 'right' is the sovereignty to act without the permission of others. So you have a right to seek healthcare but it doesn't mean that it will majically appear out of the goobermints majic wand.

Nor did I say that.
We all pay taxes and vote for how the taxes are spent.

The majority of Western countries spend taxes on healthcare.

Accessible healthcare is a human right. Even for people who have no money to spend.

Ergo, the majority of voting people in the West disagree with you on how taxes are spent.

Now, stop masturbating to the rhythm of my typing you capitalist whore.

Agreed, if people have no money for healthcare they have a right to seek free healthcare, doesn't mean it's going to majically appear out of goobermints majic wand.

The subject is ethics, a branch of philosophy, hierarchically following on from epistemology and preceding politics.
