The UN just passed a resolution on North Korea that involved limited sanctions--which I can tell you now will not work.
This is how I would deal with the crisis.
1. Cut off all foreign aid to North Korea with the exception of food and medical supplies--and limit these to force North Korea to buy their own as well.
2. Heavily tax products exported by North Korea to discourage people from buying them.
3. Wait. Eventually North Korea will get so poor that they can't support their million many army and weapons programs. They will have no choice but to comply with the UN or possibly face a revolt of their people.

The chinese own north korea. They have used them to goad their main enemy (the US) for sixty years.
Did you notice how the Japanese got the attention of the Chinese last week?
That is all this is about. But the resolution means nothing. The Chinese will go on laughing about it and using the koreans to their needs until the world insists that china fix their puppet state. So don't hold your breath.
