The fix is easy enough, shut down all borders. Do not allow anyone to enter or leave your country, except to return to their nation of origin.
International trade can continue, but international travel banned.
The solution is easy to see. The travel ban can be lifted once covid has all but irradicated from the country. Once the ban is lifted a two week quarantine for people entering any country for at least a year.
Covid isn't going anywhere just like the flu.

That means 4 weeks of quarantine to visit another country. 2 weeks at each border entry.
