In Dublin int he mid nineties, a judge once got a guy who urinated in public to wear a sandwich board saying what he had done and got hime to walk up and down o'connel st. (main street in dublin) picking up rubbish. I'm confident it worked, and even if it didn't, everyone had a good laugh.

The post that was quoted here has been removedI wouldn't go so far as to propose the death penalty for firt offences, in fact I'm not too hot on the death penalty or actually causing direct injury, pain yes, but not injury. But I would bring back the stocks, in a modernised form of course.
As for hard labour, yes, I think introducing a form of hard labour would be beneficial, I'm not so certain as to what type but it should make having a normal job on the outside look like a cakewalk. I don't think that that's the impression a lot of inmates have nowadays.
