Why do you want Mitch to resign?
A good rule of thumb is that if someone who is serving is not a ' person who would qualify if being voted on for the job, he should be removed. (to answer your question, Mitch is not well mentally,,,,,these are brain activities). And why keep him, why not elect another senator to do that job, we have a country to run)
Don't bother saying 'how would removing him be decided,', because if such a law is passed, it will provide for such guidelines. Saved your question.
