She is trying her oh so subtle way to delay delay delay for the express purpose besides helping her boss Trump, it also lays in the groundwork for her next step in the possible coming Trump dictatorship, she will have a GREAT life if it all goes they way they are planning it.
The only problem with that scenario is if Trump does NOT get re-elected, she will have shot her wad on a loser and she can kiss her career goodbye so there are now TWO folks in the 'I sure hope I win in November" game.

He's morbidly obese, uses skin coloring to hide the redness in his face which would display his high blood pressure, and cannot even walk a few hundred yards on a golf course without a cart.
